Defective Phone (Samsung Victory) Empty Defective Phone (Samsung Victory)

I ordered a Samsung Victory 4G and it arrived some three weeks back. The phone would not power up at all. Customer support told its a defective battery and a new one will be shipped. Since then I have been trying to contact customer support (a painful 30 mins wait everytime) however, am not getting a clear status on if the battery is shipped or any number to track it. What is the next step?
